28. Consider and take appropriate action on request from the Texas association of counties to adopt a resolution calling for a constitutional amendment to prohibit unfunded mandates by the state and implement a public awareness program. This a is two-part item. Two parts because we were told last week that they figured out a way to take care of the third part which was a referendum vote in the primary. Move approval of the resolution as it was sent out by the Texas association of counties.

>> if this passes what I would do is put that on Travis County letterhead and circulate it for signing by the members of court tomorrow. It's a fairly simple straightforward resolution in my view. But if we want to work with it now is a good time. Any more discussion?

>> it's consistent with the legislation that was supported during the last session related to no unfunded mandates.
>> the only thought that I did have wouldn't necessarily have to be in the resolution, but if I were a member of the media, then I would want to know specifically what unfundnd mandates have been handed down and what were the costs to the county. Let's move on the motion outstanding to approve this draft resolution, I will put it in Travis County form, and on our stationery. All in favor? That passes by unanimous vote. On the second part, I do think it would be good for us to try to get that to local media, try to ramp it up as much as possible. I move that we do that, the public awareness program, but also part of the motion is that we ask Travis County managers to help us come one a list of unfunded mandates imposed by the state of Texas on one hand and try to show what the annual financial cost is to Travis County. That if members of the court come up with specific someone's that should be added to that list that we try to put it together, circulate it. We really can take another week on that second part.

Yesterday, on some of this same stuff, we really don't have a handle on a lot of this -- that's why I posed county he to the young man this morning who spoke to us from the Texas association of counties. Of course p.b.o. I think that it's a good move to do that to get some kind of idea of where we are financially. As far as unfunded mandates.

>> the general complaint is all right. But I think if you start going to your local media you will ask specifically how has this affected you. We ought to have examples --

>> judge, will you take it as a friendly in terms of us coordinating with bottom cam. He is on contract with -- bob cam. He is on contract with us during the off year, this would seem to be a perfect thing for him to help us pull together, an appropriate letter and pulling the relevant information together, since he's already working with all of the elected and departments on this very same issue. Let's pull bob cam in to help formulate that letter and listing.

>> I think it would be a good idea for members of this court, maybe our precinct 2 Commissioners to coordinate with bob cam [indiscernible] get with the managers and the purpose of next Tuesday's meeting will be for us to come up with one --
