Now, on number 37, consider and take appropriate action on request from the Texas association of counties to adopt a resolution calling for a constitutional amendment to prohibit unfunded mandates by the state. Actually, they wanted us to do three things. That item covers number one, which is the resolution I looked at. It's inknock cuss enough for me. It sort of covers the real deal. They want us to -- all counties in Texas to adopt a resolution and fax it to the number there, the proposed resolution is behind the cover letter from the Texas association of counties. Any comments?

>> I need somebody from my office to come down and we'll call this item up later. I can share the resolution with you. What they asked us to do also, a subcommittee of Texas association of counties will seek placement of a nonbinding referendum on both the republican and -- republican and democratic primary ballots on March 9, 2004, refuse run dem -- referendum will have voter support of the constitutional amendment. So they're asking us basically if we support a resolution basically asking that unfunded mandates by the state of Texas and state agencies be discontinued. Two, they want a nonbinding referendum on the primary ballots in March.
>> my understanding the democrats are putting that on the statewide primary and the republicans rejected it. So there will be -- it will be on some of our ballots.
>> everything that they're asking us to do is raise public awareness of this issue by contacting our local news media and community leaders, and they have given us plenty of backup. So without objection, we would call this back up later today because I think we need to read the referendum. We're kind of running out of time. I guess if the ballot referendum is a statewide deal, we don't need to take any action.

>> I apologize for that. They may have sent it to everybody, but I thought they just sent it to the county judge.
