28-d, there was a question about, and that is a grant plan change to the district attorney's title 4-e legal services contract with the Texas department and protective and regulatory services. Should be Texas department of protective services. This changes the maximum amount payable from $202,668 to $229,031.
>> do I understand that this program has been going on for, what, three years?
>> sir, we have been getting reimbursement for this program since 1996. What it is is the civil unit in the district attorney's office acts as the attorneys for the department of protective and regulatory services. And it's mandated by the family code. And this is federal -- partial federal reimbursement for the expenses of the district attorney's office in that representation. And it turns out to be about a quarter of the expenses that we get back.
>> but our local match is 35%?
>> no, sir, there's no match. We pay for the total cost of the program. And through this federal program, we get about 25% of Travis County's costs back.
>> it's really a reimbursement.
>> again, and vicky, I guess I'm confused whenever I read in the backup and for the fourth year the grant series the federal rules require a 35% local match.

>> is that a -- which is 65% local match, 72, which is 35%.
>> I believe that's another program.
>> that's the other grant. That's the county attorney underaged drinking prevention program. That's 28-a. Not 28-b.

>> and they've already got it budgeted so we are basically using existing budgeted resource to be the match.
>> is 35% an unusually large match?
>> no, not at all. As the federal government gets tighter with their money, they increase the match requirements, and a lot of federal grant programs, if it's multi-year program, they start you off with a real sweet deal of zero match or 10% match, and every year they increase the match and a lot of them in the fourth year or beyond it's 50% match. Some of them they try to wean you off completely and they want the local government to pay for all the costs of the program and keep it going.
