Now, number 41 consider and take appropriate action on request to sell unused, excess right-of-way of bob johnson road in precinct 3. I think we ought to lay this out for the public so they will know what's going on here. This is not the -- [indiscernible] the sweetheart deals that it seems to be, the reasons are -- the court already authorize the sale of this property. We have bringing this back to the Commissioners to advise them as to what the praise value was and for clarification on the sale. Appraised value. When the Commissioners did consider it previously, the -- the Commissioner of sale was appointed by the Commissioner Margaret Moore who was the Commissioner of precinct 3 at that time. The -- the property appraised at $8,000. The adjoining property owners are the only abutting property owners and they have followed all of the -- all of the prescribed rules for -- for purchase of unused or excess right-of-way. Travis County has no use for this -- the right-of-way for bob johnson road. It extend into the center of the adjoining property owner's pasture. Now the appraiser was retained by the --

>> do we know that the appraiser did a good job of arriving at the value of $8,000.
>> yes, sir, we did review that with our in-house licensed appraisal staff and are confident that it represents an adequate assessment of the property's value.
>> greg, don't we usually -- we limit who they can hire as an appraiser.
>> yes, sir, those appraisers have to -- are limited by the county approved appraisers, a list of approximately 10 or 12.
>> did we at some point make it known that Travis County has no need for this property and anybody could have made us an offer?
>> well, the statute, correct me if I'm wrong, allows for the adjoining property owner to have a first right of refusal. Travis County did not seek to market this unused excess right-of-way. We were contacted by the property owner or the property owner's council about a year and has half or -- a year and a half or so ago. In answer to your question, no, we did not advertise this to sale for the highest bidder because statute allows for and prescribes that adjoining property owners have that first right of refusal. It has to be sold at or above the appraised value. We have an offer to purchase from us at the appraised value.
