Item no. 4 is to approve resolution celebrating October 30, 2003 as weatherization day in Travis County and recognizing the county housing and weatherization program. It reads: whereas October is national energy awareness month, whereas Travis County has a long-standing commitment to help low income households and conserve resources through its weatherization assistance program. Whereas Travis County and Travis County houses services protect residences from the impact of field market fluctuations and assist families in moving towards self sufficiency by providing weatherization assistance to families in need through the department of energy's weatherization assistance program and the Travis County home repair program by spending over $750,000 on 505 Travis County residents in the past 12 months. Whereas through the services provided by Travis County housing services, families experience an average energy use reduction of 20%, whereas the weatherization assistance program and the Travis County home repair program stimulates the local economy through the purchases of goods and services that aid in stabilizing communities by improving the housing infrastructure. And whereas the department of energy has designated October 30th, 2003, as weatherization day 2003. A special day celebrating the past, presents and future accomplishments of the weatherization assistance program. And those involved who are dedicated to serving, to providing services to families in need, now therefore be it resolved that we the Travis County Commissioners court here by reaffirm our commitment to the continued implementation of both the weatherization and home repair programs in Travis County and recognize October 30th, 2003, as weatherization day in Travis County. And I move approval.

>> I think this is a day to celebrate. You know that over the years we've really asked staff to work very diligently to ensure that we have an effective weatherization and housing program here in Travis County. Of course, affordable housing is a critical issue for our community. And this program, I think, aids in assisting the community and ensuring that there are -- that people are able to stay in their homes. With weatherization, of course, and weatherizing houses, the staff enables family to lower the cost of their utilities, which is very, very critical. Bob peterson is the program manager and has been a program manager for several years and we have david natarie and michelle small who are also staff in that program. And I just want to publicly thank them for their hard work and due diligence in ensuring that we have met all of the requirements from the state grants that we get and by spending Travis County money wisely.

>> I just would like to recognize, representing our carpenters, I have three of them here today, we have denny borrows, charlie [indiscernible] and tony vela, they are all dedicated hard working group who really care about what they are doing. And take a lot of pride in it as do david and michelle and all of the supervisors.

>> providing the funds for us, so we can continue on. Appreciate your support.

>> the program has greatly improved over the last few wears. We looked at it three years ago and found some areas that we thought we could improve. Thank god we have.

>> hundreds of Travis County residents now receive better services much faster. Right?
