18 a, consider and take appropriate action on the interlocal agreement with central Texas regional mobility authority. B we will have on back next week. Next we'll call back up the [indiscernible] item.
>> the Commissioners court in the adoption of their f.y. '04 budget approved $300,000 for the central Texas r.m.a., Regional mobility authority. What this item does is amends your interlocal agreement to authorize -- to specify that you are providing $300,000 to the central Texas r.m.a. For this coming year. The version of the interlocal agreement are already authorizes you to give the r.m.a. Whatever you want to give them. Now, we are recommending to the court, t.n.r., That the interlocal agreement specifically say $300,000 for f.y. '04 it's my understanding the r.m.a. Is going to have a special meeting on October 16th, so if we do approve changes in this interlocal, they can do that on the 16th. My question to you is is that when mr. Tesh's signature comes on whatever it is that we approve, is that going to initiate the transfer of the money. Because that's really what's important here is the cash flow situation for the r.m.a. Of getting the money transferred. Part b of that is that part of the 300,000 includes the capital metro funds and we have not gotten our list to cap metro related to those, so that would have to get done as well. That doesn't need to hold up the transfer of money because that can come out of funds and it can be replenished. But there's some other steps in here that we need to make sure. I'm just trying to make sure the money gets moving and we don't just get the paperwork moving that sets up the money.

>> I visited with brian c aeufplt ssidy of the r.m.a. We don't think the agreement needs to be amended. All that needs to happen on the county's part is if you are okay with the budget the r.m.a. Sent for the $300,000, and if you are okay that money be governed by the same conditions that are in the existing interlocal, then all you really need to do is authorize the transfer of the money. And assuming you meet all the checkoffs from the auditor on the budget and so on, it's simply a matter of cutting them a check. You do not have to do an amendment to the interlocal.
>> we don't, but there are pieces of the interlocal that are out of date, and so to basically say could we technically do it off the interlocal, well, yeah, sure, but it doesn't -- this thing makes references to sh 45 southeast,. The state of Texas has taken that project off of our menu because they are going to go ahead and identity. It refers to 250. We're talking about a different number. So I know we could either have done it as an amendment working off the old interlocal, but if we're going to clean it up, we might as well get it properly cleaned up.
>> you can always choose to do an amendment for any reason you want. Specifically if the conditions under the existing contract are now out of date, so to speak.
>> in my opinion, I think it's clean and I think it should be something we can refer back tofplt we're talking about $300,000 and we know the source of the $300,000 being cap metro, and $150,000 from them and also $150,000 from road and bridge funds. But I think if we earmark and tie that into the interlocal, in my opinion, it's cleaner. So I would like to amend it because there won't be any ambiguity, everybody will understand how much they are getting and if they are an interlocal or anything tphels the future as far as amending interlocal needs to be done accordly. I do know during this whole process there has been a lot of ambiguity as far as what we're doing and where we're going and then trying to get there. But I think, in my opinion, it will lessen that. And the agreement as far as amending the interlocal agreement, central Texas regional mobility authority.
