Number 41, consider and take appropriate action on amendments to master plan for east metro park in precinct 1.
>> judge, I think the issues were still the same as last week or not. Do we know something about the real estate [indiscernible] that's later on our agenda?
>> I think it's safe to say in open court that the [indiscernible] did accept our offer. We are currently writing a contract to scoot -- execute that agreement. With that that was the reason for delaying this item. This has the revised master plan, which is in part amended to reflect the acquisition of the adjoining 12 acres.

>> good morning.
>> we're asking to amend the master plan to include those developments that are happened relative to the park since the court approved the master plan in July. And also we have a few items that we want to clarify just to make sure the master plan is an accurate record of how we intend to develop the park. So first and foremost --
>> grab that up.
>> first and foremost, we want to amend the plan so the 12.3 [indiscernible] track is included in the park. This is great because it eliminates the potential for an in compatible land use site being developed in the future and allows the county to realign blake manor road so we eliminate two sharp curves on this. This realignment is consistent with the county's proposal to designate this part of lake phaeurpb as a four-lane divide or tear ial in the -- arterial in the campo plan. It's consistent with our future direction. Relative to the taylor tract being added to the park, we want to move the -- in the amendment, move the complex from its original site over on to the formerly known as taylor tract property and establish a much better relationship between the pool complex and the meeting pavilion. We see this as being very compatible facilities. A family, community group could reserve this facility and use the pool complex as an amenity for their guests. We want to move the maintenance facility, which was a little bit further into the park interior in the original plan out to the -- impact this may have on the wooded area. This is a better siting. And last, relative to the taylor tract, we want to designate the existing residence as a ranger residence so that we would establish a 24/7 park presence at this multi-million dollar county facility. The next item has to do with clarifying a matter in the master plan. And that's related to the laying of the force field. We -- there's -- there wasn't a con senseous what we communicated to the public in the master planning process regarding all fields should be lighted. Eventually, according to budget, we would like to have the opportunity to light tall fields. Park feels very strongly this makes the sports field much more functional. So we're asking it w. Be amend. It been communicated to public and they've been given opportunity to respond to this, the lighting of all the fields. The remainder of the amendments are simply [indiscernible] and -- okay. We'll be setting aside right-of-way too along the north side of blake manor and then along the east side of the park for burleson manor for the future expansion of those roads. And then through the taylor tract would be, what, 114-foot right-of-way set aside for the realignment of blake manor road.
>> and I would like to thank -- number one, let me thank the reverend aaron teller and his wife for working so closely with the county, and also accepting the proposal that Travis County had to present to them. I think it's very significant, and again, I would like to thank staff for working real hard on this and bringing this to pass. And with that I would like to move approval of the amendments made to the east metro master plan and let's move forward and get things moving. So thank you all very much.

>> it says under the section on sports field lighting, the communities being notified that the master plan is being amended.
>> yes.
>> and advised the venues open to them for communicating with members of the court about this, blah, blah, blah.
>> right.
>> so what are those venues?
>> a letter went out to them and they were told that they could contact me, submit e-mails, which last week I distributed an exhibit c that summarized the responses we got back from the public. There were -- were, let's see, they could submit their comments in writing directed to my attention by fax or e-mail. They could call, I did have one conversation with a woman and I jotted down what her comments were. What we received are three e-mails from citizens, two from the same individual, and had kw-frgs another person. -- conversation. Mr. Snyder, who lives across -- lives a blake manor across the street from the park was pleased with plans to acquire the taylor tract and realign blake manor road to eliminate two curves. He emphasized the need to design the lighting carefully so light is directed away from residents adjacent to the park. That was the feedback we got on the lighting issue. We definitely -- let's see. I think we state in there that -- there is a technology to --
>> the answer to my question is that's been done.
>> yes. We're pursuing that.
>> we're asked to -- they were asked to communicate with you by writing or telephone.
>> yes. This was sent to them on -- I think it's dated the 17th. I believe it went out on the 18th, the letter went to them. We also sent a package to them. We also e-mailed people that did not have -- had not given us mailing addresses or -- I mean some people received both notifications. So --
>> the 18th of what month?
>> September.
>> and the deadline for comments?
>> we said -- very short turn-around. It was last Tuesday.
>> we notified them of a Commissioners court meeting at which time we expected the master plan to be adopted. Some individuals did show up last week and were here really to address the pool. But at the same time we notified them of the master plan amendment.
>> so recommendation today is for the fields to be lighted.
>> yes. All the fields are to be lighted eventually. You know.
>> but -- and phase 1 or --
>> no.
>> later? As this is a budget issue, I at a time.
>> a master plan amendment only.
>> as we know, we didn't get any opposition to that.
>> that one comment, be careful. How you do it, do it right. Sensitivity to that issue.
