Item 25, the budget rule item.

>> you do have on today's agenda the -- which has been on for a couple of -- this is related to that, we are suggesting putting a fence around personnel. So that -- in essence we used to have personnel line items have a fence only in one direction. Meaning you couldn't take money and take it out of personnel. All we are suggesting is you also say you don't want -- if you have savings, don't put it into personnel in the event there is a policy and a -- the departments execute a one time lump sum payment. Without that budget rule you have opportunities for the automatic transfer of large resources. From operating line items in the personnel and then the payment of lump sum payments. All that we are suggesting is two words added to the budget rules. And I would suggest that it's stimulated by this question of lump sum payments.

>> we have wording on what you just suggested?
>> it was distributed today. In the form of a letter from me to the court and I'm suggesting that there be two words added to the budget rules under budget adjustment that's don't require Commissioners court approval. Meeting the automatic budget adjustments. It's simply that the automatic budget adjustments would not involve moving money into or out of the general fund special fund into personnel related line items. That's our request to the court to approve. If you don't wish to do it today, then it would need to be done on Tuesday, the day that you adopt the budget. And when we propose -- when we file a proposed budget, we will simply put in there a motions list for you to approve if that's your desire.
