Number 21 is approve modification to contract number 02 aeo 241 jj, loomis Austin, incorporated, kennedy ridge waterline dine project.
>> good morning, frank holder with the purchasing office.
>> good morning.
>> we have a contract modification here that will add $10,000 to the contract, and what this will do is add additional engineering services and also provide some construction training for the residents who will be doing a portion of this work.
>> .
>> and there were a couple questions the court wanted to ask.
>> I think I had the question on this. I was just interested in that -- there seems to be quite an overage with regards to -- increase-wise, over the original contract, frank. What -- I mean, can you tell me what has happened with that? I mean --
>> yes, sir. Let's see. Modification 1 added $35,000 to add engineering services to upgrade the system for to provide fire protection system. That was 35,000. And today we're talking the $10,000 modification number 2.
>> let me say to you, Commissioner, that -- it's been outside of the $350,000 for the water and also the $350,000 for the wastewater improvements out there at kennedy ridge. You know it is a colonial. And of course there was another $295,000 that was also placed on top of this for fire plugs, which was not part of it originally, but now it's at that disposition. And that is virtually all grant money coming from the state. [inaudible] put their arms around this particular project. They are going to use kennedy ridge as a model project for the entire state of Texas as far as -- how to resolve a colonia. So this $10,000 basically is part of a training effort. As you know, the program itself, the county environmental program, which is implemented and conducted through arthur is one whereby the residents that live within a subdivision that is a colonia has to provide the sweat equity, in other words, the labor. The materials, engineering and the design and all the other things are of course contracted out for those persons doing it. In the first phase -- in some of the first phase, the first phase as far as the wastewater, the [inaudible] seems like that you had a lot of folks in the community that lived in the community actually in the trenches laying the lines to those [indiscernible]. This is the same training type mechanism that had to take place then will also be done here in this regard as far as now laying the lines for the water. So it's all in concert and completion to resolve the colonia out there at kennedy ridge. Thank goodness that we have willing residents and we have the money, grant money that's been provided through [indiscernible] to accomplish this particular task. And the residents are ready to move forward and I am too. I would like to move approval.
>> I don't have a problem with that. I've been -- it always catches my attention whenever you see something that is 50 percent over the original. I'm not saying it's not needed, but when the language languages an increase over the original --
>> the power flow wasn't a part of it. But they got a chance to get an additional amount of money and it is a buildout type scenario. So those folks are ready to move and eliminate a colonia in Travis County.
>> I think it's real easy to understand. It's not a budget overrun. As we've gotten more money, we expended more money and it made sense to stay with the same engineering firm. But each time it's stayed within budget. We've been fortunate in terms of pulling down grants and having the willingness of the neighborhood to provide the sweat equity. If you look at it in terms of amendment, amendment, amendment, amendment, it's far more than what we thought it was when we first started, but that's actually a good thing.
