Number 4 is a public hearing to discuss request for approval of a -- for approval of a temporary road closure of scenic brook drive for the purpose of making water utility improvements in precinct 3.

>> carol joseph, tnr. The city of Austin requested that we allow them to -- to a temporary road closure while they repair the roads with the water utility improvements. So far we've had three questions wanting to know just what's going on, no issues.
>> and we believe the residents there know of this road closure if we approve it?
>> yes, sir. We posted it -- the sign has been out since the 29th, since before the 29th.
>> of what month?
>> July 17th it was out there and certified by our engineer.
>> would anyone like to give testimony during this public hearing?

>> if you would come forward and get real comfortable in one of those chairs and give us your full name, we'd be happy to get your comments.
>> I just had a few comments on -- my name is (indiscernible) and I live on the 290 side of the scenic brook. My concern is that with the traffic on 290 and the way that the cars drive and speeding, it is actually a 55 zone, but rarely enforced. At certain times of the day it almost impossible to turn on to 290. So we would use scenic brook to get out of our housing area. And also it's our access to highway 71 if we're going westbound on 71. So my concern is that it may take longer than three weeks, as other road construction projects have. And also how will it be shut down? Will it be shut down the whole street for the whole three weeks or will it be in sections?

>> I was getting ready to say at this moment I can't answer the question, but my engineer will be here in two minutes to tell you exactly how it is, the closure, because I don't see a detour around it.
>> okay.
>> if you can wait a few minutes we'll get somebody over.
>> certainly.
>> do you want to meet in the executive session conference move. Move that we recess this public hearing for 25, 30 minutes.

>> carol joseph again, tnr. We spoke with ms. Lynn and engineers described the detour. Her major concern was the fact that it's three weeks of detour is going to be on her street, but there are other alternatives and other people in the neighborhood know to use it. Raymond has assured her that the state and the city will be posting proper siej acknowledge and therefore it should not be an issue. While we asked for three weeks, the contractor is speculing he will be through within a week, but he is not guaranteeing that. And she was okay with that.

>> judge, a point that we should reopen the public hearing item?
