Number 11 is to approve contract award for the north rural community center and clinic, ifb ifb b030061-dm, to the low bidder, hutchinson construction, incorporated.
>> I had one question, I did not see any h.u.b. Participation on this particular contract. [indiscernible] right now there's nothing that's been provided to me in writing, which is a substantial contract of this nature. [papers shuffling - audio interference] as far as h.u.b. Participation [indiscernible] of this contract?
>> I'm the facility management director. Hutchinson construction was the low bidder, [indiscernible] for h.u.b. Participation. From the time the bid was opened on may 5th until now. He has more participation and are now intended to keep second and I [indiscernible] he would tell you about it. The participation right now is going to be about 28%. Just to let you know that he has a good intention to get the h.u.b. Subcontractor on board like he did on precinct 4 office building. If you remember it went up to about 29% on h.u.b. Participation. I will let him tell you a little bit about the h.u.b. Participation for this project.
>> could you go ahead and explain to me why the participation level on the project.
>> I'm sorry, sir?
>> yes, we have had a little bit more time to work with the numbers that have come in. We have solicited about 98 -- 96 m.b.e. W.b.e.'s prior to bid date. Since the bids were opened we have increased considerably. We have approximately 17.44% hispanic, 8.6 female and 2.12 in black participation for a total dollar value of $505,899. That equals out at 28.16% of h.u.b. Participation and quite honestly we are not done yet.
>> 28.18 at this time?
>> 28.16.
>> .16 h.u.b. Participation. Okay. That wasn't a part of my backup. I wanted to know exactly what the numbers are --
>> this is dynamic, Commissioner. Like from the time we opened the bid, to put the backup to you, this is something that come up later between the time we offered the bid until now. He added more participation.
>> well, it just said -- you know, like I said, I didn't see it, since I didn't see it I'm asking now for a matter of record.
>> we need to include it in the backup.
>> why does it change, is that the question.
>> when they opened up it was 11.64 which is in our backup. Between the time of the backup and today, now that keith knows that he's the low bidder, then the effort is very intense to try to see do better on those numbers, the same way that happened on the precinct 4 building. I can certainly understand in terms of trying to get in your lowest and best bid, there's a lot of effort that goes into all of this in terms of finding all of your subs. Once you know ya got it, that's when the effort really ought to be jump up those numbers and in fact they have almost tripled in that time and as keith said they are not finished in terms of trying to add even more h.u.b. Subcontractors to this contract. I appreciate that.
