Item 14

This morning we looked at 14. And decided to call it up. Amend interlocal for regional mobility and transportation projects with capital metro. And take appropriate action.
>> court the one piece of information that would not have been in your agenda because it was depending on action last night, I got an e-mail from emily [indiscernible] for this morning that the capital metro board approved the amendment to the interlocal agreement and the fullest of projects l.a. Night and -- last night. What it is, if you get the -- the summary, it's attachment d which is the last page of your document that basically talks about the rebate dollars and the unencumbered build greater Austin funds and basically the -- all of the budget decisions that were made by this court last budget year relghted to how we would fund envision central Texas and the r.m.a. Start-up costs. So to get any dollars in place, we need to sign on to the interlocal to -- to get the dollars. But I know Commissioner Daugherty I think you had a question.
>>
>> [one moment please for change in captioners]
>>
>> ... But all of these are joint regional project.
>> yes. And how are these dollars determined as to which projects are going to be used with this capital metro money? I mean this next year, would I have the opportunity to maybe have -- I have -- precinct 3 has some unincorporated areas.
>> some of it is.
>> this is only unincorporated precinct 2 that voted back in '85 to be a part of capital metro, so there are different entities -- so city of Austin has its part of the service area, the city of manor is part of the service area. Pflugerville is out now. Leander, pieces of Williamson county -- Leander is -- it's not. So what we like to do is related to the b gap it has to be spent in unincorporated precinct 2. What we've done on the quarter cent is we've tried to be a bit more regional in terms of projects that are not only good for region 2. I’m story for taking loner.
>> how many years do you anticipate, or if you get it each year you spend it. Is it anticipation of getting the b cap money.
>> the quarter cent rebate money until there's a successful election that says there's a new use of that quarter cent related to capital metro. It depends when the voters say yes, if ever, and that assumes it would come back to the voters would be that be '04. That's right, Margaret?
>> are you talking about light rail? Passenger rail.
>> passenger rail is a better way to say it. Related to the b gap. That was scheduled to end. This was strictly done on an annual basis, they tell us whether we got it or whether we don't. Sales tax is down 5%.
>> and that's what that shortfall was to true up the accounts.
>> sorry.
>> these are all the precincts of the projects [indiscernible] have gone to that operation I would think that I would have been entitled to...
>> if you do have some projects that are of interest we would be happy to have...
>> Commissioner Sonleitner in other words.
>> we do rebate money just to let you know on the right of way from mopac which is certainly, the northern extension of mopac which is certainly a project of significance to every one of us on this court. If there aren't any further questions I would move approval of the signing under 14.
>> questions, Commissioner Daugherty? Anymore discussion. Thank you for the full explanation, Commissioner Sonleitner. All in favor? Show Commissioners Gomez, Davis, Sonleitner, vote in favor, abstaining... Commissioner Daugherty voting against.
