Now, I believe that moves us to executive session. As a bonus for expeditious work, the county attorney has asked us to postpone item 40 until next week and item number 42. Until April 29th, both of those. Number 38 is to receive briefing from county attorney and take appropriate action with regard to dr. Mark karakourtis, md, for payment for surgical care rendered to inmates at the Travis County jail. 39, receive briefing from county attorney in Travis County versus e. L. Buice, tracy a. Suire resale deed, and take appropriate action. Consultation with attorney and real property exceptions to the open meetings act. 41, consider recommendations for assigning duties the a manager or managers and officials from duties now handled by the executive manager of justice and public safety and take appropriate action. That's the personnel matters exception to the open meetings act. And no. 4 3 is to receive final disposition of the Texas commission on human rights charge of discrimination she darby versus Travis County. That's the personnel exception and the consultation with attorney exceptions to the open meetings act. And [indiscernible] corporations, and the water district immediately after we come out and adjourn the Commissioners court meeting, I would appreciate that. We intentionally skipped them today because we had so many visitors. We will discuss the announced items in executive session and return to open court before taking any action.
>>
>>
>> we have just returned from executive session where we discussed the following items ... Number 38 involving the claims 38. Receive briefing from county attorney and take appropriate action with regard to claim of dr. Mark -- all in favor? That passes by unanimous vote. ... Item no. 41 I move is it a we indicate -- that we indicate our general approval and agreement with -- with the reorganization plan provided us by the managers of the justice and public safety functional area, with the two coordinators, one being mr. [indiscernible] and whoever is hired to replace katy broderick and that we authorize whoever on the court wants to negotiate the salaries. With mr. Ivey and look at the other part of it, I guess, put the plan if final form showing the savings generated. You all want me to do that? Justice and public safety subcommittee.
>> I will second that. That makes sense.
>> I will second that.
>> let's do that then.
>> okay.
>> I'm sorry?
>> try to reported back to the court -- give us a couple of weeks to do that.
>> judge, would that also include the suggestion of joe harlow still [indiscernible] having the capabilities that there is some kinds of connectivity in the charter itself. [indiscernible] that needs to be recorded --
>> with a dotted line.
>> yellow dotted line.
>> what we are trying to do is make it as confidential as possible, including -- comments including that.
>> judge, could we also indicate that we appreciate the various suggestions on what to do with the slots that may or may not be freed up here, but that we would accept any kind of cuts now but we would defer any decisions about a recycling any f.t.e.'s or any dollar amounts into other budgets until the budget when all departments will be on a level playing field.
>> uh-huh, yes.
>> because I think I'm tired of getting unsolicited proposals of here what I would like to see happen with that slot.
>> I'm not sure that's appropriate for this item.
>> if it's an e-mail you are referring to.
>> multiple e-mails people trying to scavenge related to this item.
>> basically when we -- directed that the department show us where 5% could be cut, we did not mean 5% in another department. [laughter]
>> your own.
>> we are having a hard time cutting my own, but I understand the court's direction for me to look in the county's budget, if I have to take 5%, here it is. But -- but I understand what you are saying. That's fine. I think that covers us in terms of going over normal budget rules. One other thing is that there may be things associated with this, I'm not sure of whether there are things that currently -- have people in them or not, but we basically would need to work with h.r. As well on anything related to our [indiscernible] policy or anything else, if indeed it needs to be triggered, we would need to coordinate with h.r.
>> I think that we approved the plan, but -- [indiscernible]
>> that works.
>> right now, I think if we showed [indiscernible] for this particular concept, we ought to try to figure out how to implement it, come back with a final implementation plan, where part of that would be for the additional actions we need to take.
>> uh-huh.
>> are you down on that one?
>> I'm sure the clerk will refresh my memory. [laughter] part of this is placing people in different places, moving people around also.
>> this is all done after our assessment of people's skills as managers.
>> uh-huh.
>> why we want to know feel comfortable with moving ahead.
>> all right.
>> any more discussion? All in favor? That passes by unanimous vote. We did postpone 42 until next week. We received a report on number 43, but no action required today. Therefore there's no more business before the Commissioners court.
>> move adjourn.
>> oh, yes. Yes, that's right.
>> all in favor? That passes by unanimous vote. Now let's call to order the northwest Travis County road district number 3, otherwise known as the golden triangle. No investments or claims. Therefore we do not need item no. 1. Item no. 2 is to approve minutes for voting session of April 1st and April 8th.
>> so move.
>> 2003. All in favor? That passes by unanimous vote.
>> move we adjourn.
>> all in favor that passes by unanimous vote.
>> Travis County housing finance corporation, approve minutes of board of directors meeting for April 1, 2003.
>> move, second.
>> all in favor? That passes by unanimous vote.
>> move to close the public hearing.
>> second.
>> all in favor? That passes by unanimous vote. We are out of here.
