7. Waive rental fees for satellite two town hall and make appropriate changes to lease agreement for the purpose of a free medical clinic provided by the catholic church of Lakeway.
>> we have a request from the church in the Lakeway to use our satellite 2 town hall temporarily for a free medical clinic. They would like to use the facility for one day a week to service the medical needs of the indigents in the Lakeway area. And they have asked that we be able to waive the fees for the use of the town hall. This is a -- this is a public facility, where we normally have a lease agreement that we enter into in any -- with any user. They will -- they will amend that -- that lease agreement to provide for some special provisions that would apply to the medical clinic. What they are asking today that is the accounting waive the fee. All of this is a volunteer effort. And -- and they pretty much are operating on a shoe string budget. And they are asking the county's cooperation in this effort.
>> judge, let me give a little insight into this as well. I don't know if it's the church that's asking for it necessarily. Monsignor is the gentleman that came to us, you know, asking. I don't know if this is done through e church per se, joe. I understand, there's another gentleman by the name of jerry jones, they did come to us and ask. What they have done is they have gone out and secured four or five physicians that live out in that area. That are willing to give their services one night a week. This is a -- this is an event that will take place on a weekly basis, I think it's from 6:30 until 10:00 in the evening. But there -- there is a -- no payment to -- to anyone and they have -- we do think that we can get them started with this -- with this lease or lack of a lease, if you will. They are -- we are going to draw a few other specifics about what will be conducted in the clinic. We have made sure that there will be no -- no drugs of any sort left overnight. They will -- they have commented and we will hold them to it that they will leave the facility in the same order that they found it. But basically what they are really looking for is a roof over their head in order to do this. Within six months to a year, they think that they can get -- find another spot to get out and -- and to vacate, you know, this facility. But it will be set up so that it will be on a given night, you know, each week so that everybody will know that that's where you can go and get the services.
>> and there will -- they will be serving our constituents.
>> our constituents.
>> who live in that area who are indigent who need this service.
>> right.
>> but how do we know that? Will there be like eligibility criteria that they will use? I guess when I looked at it, my first thought was that we need add lot more specifics than -- needed a lot more specifics than this rather general form agreement. My suggestion would be to ask them to put together a written proposal that we consider specifics and basically consider out county attorney's office, I guess, to help with the services, joe and -- and you know I would be favorably inclined, however, I mean, I could -- I could -- there are 50 and 60 question that's immediately come to mind. They all kind of deal with what will they be doing, why, whether there's potential liability for the county, how that is covered, what services will be provided and to whom, how eligibility is determined. Things that you can answer fairly easily, but I think we need those things in writing. That's what I would suggest.
>> we can certainly work with them in that regard to try to make it happen.
>> uh-huh, yeah.
>> joe, in addition to that, as far as the hours of operation, what they have suggested here, will that be county staff -- will there be county staff present I guess to make sure that the -- that the building is secured properly after -- after the hours of -- of the activity having expired from what they are putting on the table here? I don't know exactly how it may work out in the other areas of the county, but I do know when meetings are held or whatever we are doing there, that normally they need a person to make sure that the doors are locked and everything is secured we are kind of responsible. I just want to make sure that somewhere along the line that -- that aspect is not overlooked. So it is I think a lot of questions that still have to be answered. Liability, I think the judge brought that up. And a lot of things. So we -- we don't need to maybe look at this and see what we can do to move it on up along down the road.
>> I think monsignor mccabe is very familiar with what the county limitations are. He's worked with Travis County since the 70s on programs such as these. To serve indigents in Travis County. So -- so I think we could probably get a proposal from him.
>> that's fine. I will bring this item back with the proposal that answers the questions raised today.
>> okay. On the issues that I think are important should I send you a list of them.
>> that's fine.
>> the other thing is that there is a use of county facilities policy. So if we need to waive part of that, we need to know that. If this squarely fits within the policy, we need to know that, too. Somebody from the county attorney's office needs to work with you. You need one week or on that or two?
>> let's try two weeks, I think giving them enough time to put everything together.
>> is that okay?
>> you bet.
