8. Approve proclamation declaring March 2003 purchasing month in Travis County. Cyd, should I read it or did you bring your own reader?

>> yeah, where is it?
>> whereas the national institute of governmental purchasing, nigp, has declared March 2003 to be purchasing month nationwide and whereas the honorable governor rick perry has declared March 2003 to be purchasing month in the state of Texas and whereas the honorable mayor gus garcia will be declared March 2003 to be purchasing month in the city of Austin and whereas the public purchasing and materials management profession works to build better business and government. And whereas the employees of the Travis County purchasing and inventory management office dedicate themselves to fair and responsible purchasing practices. And whereas these staff members are committed to performing at the highest levels of the profession to efficiently utilize tax dollars for the benefit of Travis County taxpayers and whereas these staff members contribute to the city and state's economic success while upholding the laws of the great state of Texas and adhering to a business code of ethics. And whereas these staff members encourage and sponsor activities to encourage education and certification in purchasing. These staff members do fulfill an obligation to extend opportunity to all members of the business community by engaging in fair and inclusive purchasing practices. And whereas these staff members are dedicated to the inclusion of women and minority owned businesses in the procurement process while proposing and fostering public confidence in the integrity of the process. Now, therefore, let it be known that we the members of the Travis County commissioners court here by proclaim March 2003 as public purchasing month in the county of travis.

>> thank you, judge, commissioners for giving us this honor. We have most of the staff here this morning. I want to also point out that part of our office is just not buying staff. We have our h.u.b. Staff that played a vital role in working with the buyers to ensure that our h.u.b. Program is complied with. We also have three gentlemen out at the warehouse that -- that make sure that -- that things are picked up and dispossessed of properly. We have estimated in those past year we saved over $700,000 by recycling material out of the warehouse. And we also have our add membership staff -- admin staff, who make a huge -- they are the first people that you see when you walk in the office and they talk to folks. Also scott who is our computer person that we -- technology continues to drive and hopefully make us more efficient. A lot of times we are a pain in everybody's side. But we are very committed to helping everyone get their jobs done and we estimate that we save the county lots of money every year. There's some big one that's we have done. The voting equipment we saved $1.8 million by negotiating on that project. That was a substantial amount of money. We had one as 400 purchase this year, saved over 40,000 in good negotiating and another one on the telephone system, we saved about 15,000. Those are just some examples. We save money on just about every procurement that we do. So we thank you for this honor and thank everybody here. Thank you very much.
