Number 14. Approve exemption order for professional architectural/engineering services with carter burgess for the cameron road design project and sh 130 technical assistance and authorize the purchasing agent and tnr executive manager to commence contract negotiations, pursuant to county purchasing act, tex. Loc. Govt. Code ann. Sec. 262.024 (a)(4). (tnr)
>> joe, if you will, can you basically tell me what's going on with this particular item? I know that we -- that we are looking for this -- for this [inaudible] professional services carter burgess, however, what is the status -- cameron road has of course been addressed as far as the -- as far as the design work, however, the shhh 130 portion of this item is something that -- that is in what status at this point?
>> I was told recently that carter burgess would not be able to contract with Travis County to advise us on state highway 130 because they are currently under contract with tta. And tta will not release them from that contract. So they wanted to make sure that we understood that they will not be able to do that for us.
>> okay.
>> but I do want to proceed to do this design work on cameron road.
>> so as far as -- they will be available to do the professional design, work, for project for the cameron road aspect of it, which is basically the -- the realignment of that particular road with the new bridge that will be placed out there and we will actually end up having two bridges, one four lanes actually in the future, where it will be -- two lanes on one side, two lanes on the other, using the two bridges with the state program so they will be able to actually get in that particular design work --
>> right. Again, this is the plan profile, it's not the complete design. What we need is an am ligament from cam -- an alignment from cameron road which the state will design and build a new off system bridge --
>> I guess -- I'm sorry, go ahead, joe.
>> that is the scope of work that carter burgess is being asked to do. The reason for the exemption order, I want to make this clear for the record, is that we are under a very, very tight deadline to get this footprint in place. The state wants to design the bridge beginning in may of this year. Which doesn't give us very much time at all.
>> exactly.
>> so we would like to get our footprint down before they start designing the bridge location.
>> when -- when do you think that you will have that -- report back to the court on the -- well, the -- the disposition of the -- of the bridge that would basically intersect shhh 130 from cam -- sh 130 from cameron with this type of work. Which will you come back to the court with hopefully somebody that can do that.
>> I need to advise the court next week --
>> next week.
>> in executive session on my conversations with tta and state highway 130.
>> okay. Okay. Well, judge, I would like to move approval of this particular item with the -- with the exception of excluded sh 130 from the particular professional design work and approve this particular item.
>> second.
>> I'm not sure that I understand about sh 130.
>> it's just we are not going to -- [multiple voices]
>> to the project. To the design.
>> initially, we were asking carter burgess to also --
>> to be a part -- [multiple voices]
>> want to do -- you are answering the question.
>> I'm trying to.
>> but I had -- there were three people answering it was the problem.
>> right.
>> I'm still from tyler, Texas, joe, a country boy used to the simple approach. One question, one answer.
>> I think they need to turn up the microphone.
>> just -- [multiple voices]
>> we are taking out sh 130, is that reason because carter burgess works for the state on sh 130 all right?
>> that's correct.
>> what's the difference between cameron road and sh 130 and howard lane.
>> two different locations. I mean, the -- they both connect. But cameron road is going to be a cip project that connects in with 130. Howard lane may or may not be.
>> so cameron road is a planned c.i.p. Project.
>> that's correct.
>> howard status at this point is unknown.
>> that's correct.
>> the reason that I ask I have seen e-mails, memos back and forth that pointed out differences. Any more questions, discussion? All in favor? That passes by unanimous vote.
>> thank you.
