Let's call to order the Travis County housing finance corporation. 1. Consider plan to advertise and select a consultant for the upcoming Texas department of housing and community affairs (tdhca) grant cycle for homebuyer assistance, and take appropriate action.
>> good afternoon, I'm harvey Davis, manager of the corporation.
>> harvey.
>> in the past the corporation has applied for home funds for home buyer assistance program. And tdhca is coming out with a new grant process. They have not for two years and so I'm asking the board's approval to -- to go out for an r.f.p. And to -- to approve a selection committee. And -- and what I would like to do would be to -- to go out for the r.f.p., Under the -- under the procedures that we did two years ago, which is procedures that have been recommended by tdhca and to approve a selection committee that would review the applicant's that would be a consultant for our program. And then we would -- we would come back to the board after reviewing the responses to the r.f.p. With a recommendation for a consultant or perhaps a recommendation that it wouldn't be feasible to proceed with applying for the grant. The -- the grant deadline is April 3rd, 2003. I am recommending or asking the board's approval to -- for mary mays, myself, chris fanuel, valerie spellini and joyce stallings to be on the committee and also that the purchasing office would assist this committee to make sure that we are doing the r.f.p. Process in a proper manner.
>> mr. Davis, harvey, how long would it take you to put that together as far as the r.f.p.? When will you be coming back to the corporation with --
>> well, I --
>> I believe we would come back in the last half of February.
>> last half of February?
>> yeah.
>> okay. It was pretty successful, we had some success the last time we approached that and dealt with it with the [inaudible] of the community as far as selecting those question that's we felt should have been [inaudible]
>> well, the last --
>> how did that pan out?
>> okay. The last -- when we applied last time, two years ago, we were not -- we selected a consultant --
>> I remember that part.
>> he wrote the grant for us and we were successful in the grant. But we did not get home funds two years ago. Three years ago, we did get home sniewndz we did, right.
>> we used the aim -- we used the same consultant we had two years ago, that program was very successful.
>> three years back.
>> right.
>> okay.
>> and two years ago, the out of pocket costs to the corporation was -- which we were successful, is that we paid the consultant between six and $700 to write the grant. So that -- and even if -- if we are successful in getting the grant, then the consultant's fee would be paid out of what's called soft costs from the grant funds.
>> okay.
>> so -- so I would -- if this follows the process last time, the out of pocket costs to the corporation six to $700 on writing the grant.
>> okay. The contract last time was for two years.
>> the contract was last time was for the consultant to -- to manage the specific grant program.
>> what was the term? On thecontract?
>> the term was -- was to -- to manage the program, so it wasn't necessarily -- it was a time limit that we had to spend the funds, which is basically a year.
>> may I suggest this time that we -- that at our discretion we authorize ourselves to -- to renew the contract?
>> yes.
>> not like there are thousands of people out there doing this, right? Last time we got two or three proposals?
>> we got two last time. We sent it out to maybe five people.
>> move approval of the proposal set forth in mr. Davis' written memo.
>> second.
>> any more discussion? This is for us to try to secu more housing dollars for -- to promote home ownership in our community.
>> exactly right.
>> and the question on the --
>> and in the county outside of the city limits of Austin.
>> right.
>> the city gets home funds, they have an ongoing home program, but we are trying to -- to give down payment assistance to citizens outside of the city limits of Austin.
>> okay.
>> any more discussion? All in favor? That passes by unanimous vote. 2. Consider request for reimbursement of local business auto trips, and take appropriate action.
>> and I'm asking the board to -- to approve the payment of $102.08 for travel that I made in my personal car for corporation business mainly related to compliance audit and this is -- this is travel over the last two years, in your backup as document --

>> this was all done while conducting business of the corporation.
>> yes, sir.

Consider (a) release of lien and (b) reimbursement payment to Texas department of housing and community affairs for repayment of home project loan #36662000-20, and take appropriate action. Repayment of home project loan 3 of 66, that's -- 200-20 and take appropriate action.
>> this is -- you missed a zero.
>> did i?
>> 000.
>> judge, I want to mention those sixes. [ laughter ]
>> three sixes. [ laughter ]
>> 20.
>> this was an interest bearing home loan that was made in December of 1996, the amount was $1,369, the title company has repaid the loan to the corporation, it has been put in the bank and by contract we have to turn around and pay tdhca this amount of money and release the lien.
>> move that we do all on a and b.
>> second? Any more discussion? All in favor that passes by unanimous vote. Number 4 is a similar item. Consider, a, release of lien and (b) reimbursement payment to Texas department of housing and community affairs for repayment of home project loan #36662000-81, and take appropriate action.
>> this amount is $2,000 and this non-interest bearing loan was made in may of 1997 and again the corporation has -- the title company has paid the $2,000 and it has been deposited in the bank account.
>> that's why I move approval.
