Item 37

Good afternoon, judge and commissioners.
>> afternoon.
>> wanda wells, spears, tax assessor collector. We are here on this item today regarding the collection of court fees and fines using the Texas logic inc. Software application that has been developed specifically for the collection, tracking and disbursement of court fees and fines for Texas courts. This product is available for use in Travis County at no cost to the county, provided we use Texas logic's e-pay software as well. This item was on the agenda last week and was postponed for one week so that commissioner Davis could have some questions answered. We pet with commissioner Davis last Wednesday along with folks from cscd, planning and budget, the auditor's office and itds. And at the conclusion of that meeting commissioner Davis told us he had his questions answered, so today we're asking the court to approve this license agreement with Texas tojic, logic, inc., Use the software -- that's the software that we're currently using, and to use their e-pay system to accept major credit cards in payment of court fees and fines.
>> nelda, I had a question last time as to credit cards. I understand that we only have one type of apparatus as far as credit accepting of a major credit card, and that's discover and that's the only one you have there in your shop that I deal with this.
>> for walk-ins.
>> can you possibly me when for convenience sake you expect to have the other major credit cards, mastercard, visa, the other ones, right there physically in your shop, to continue to do what you're doing as far as the collection of these court ordered fines and fees?
>> it can be ready as soon as the court approves our doing it. We're talking about a matter of days.
>> pardon me?
>> we're talking a matter of days.
>> a matter of days?
>> yes, sir.
>> okay. And judge, also in the meeting -- of course, she mentioned cscd being there, and they are moving right along -- in fact, they'll have a report ready for the court as far as how much money they've been able to bring in on the court ordered fines and fees. It was a real good productive meeting, I thought, and I had a lot of explanation that was brought to my attention and everybody seemed to be going the right direction on this. And, in fact, they had a report in April that would be better than it is right now as far as some of the money that have been able -- have been able to be collected at this point on those court ordered fines and fees.
>> what would be the term of the contract?
>> I believe it automatically renews every year until we decide that we no longer want the service.
>> plus the one year -- at our discretion?
>> no. I believe it automatically renews nlz we take action to terminate it.
>> is that how we normally do it?
>> I don't have the agreement in front of me. I wasn't expecting we would get to this item this quickly.
>> I don't have it in front of me. My memory, which is not always good, but --
>> but that's how much to the vendor?
>> maybe six of one, half dozen of the other.
>> I don't know about it automatically renewing. I thought it had a term on it.
>> we can check on it.
>> this is a pilot program. We may not -- you may not even want us to continue collecting beyond --
>> normally it's at our discretion that we do it.
>> yes, it is.
>> but automatically is a little bit different. That implies that it's in place until the end of the year. And that happens unless we take the affirmative step to terminate it.
>> it expires on September the 30th of '04, but I will check that.
>> when?
>> September of '04, but we'll verify that.
>> so that's not in the court's backup today signed today.
>> you've had it since last week. I just don't have the documentation from last week in my folder today.
>> what she's saying is what I recall as well is this contract will expire next year and it willequire a modification for you to continue on with it. As nelda says, it's -- [ inaudible ]
>> based on all of that valuable information, I move approval.
>> second.
>> any more discussion? All in favor? That passes by unanimous vote. Thank you very much.
>> appreciate that.

(Item was returned to later that afternoon for clarification).
>> judge, on item 37, Texas logic, if I could redeem myself. The contract does say that it automatically renews unless terminated.
>> unless terminated.
>> are there any specific things that we have to do to determine -- do we just do that?
>> we have to give 90 days' notice.
>> no justification other than fact that we just don't want to do it any more?
>> correct.
>> okay. Thank you for that clarification.
>> thank you.
