5. Consider requesting the city of elgin to annex for full-purpose a portion of county line road and a portion of carlson lane of approximately 5,950 feet of right of way, precinct one, and take appropriate action.
>> judge, I just had one question on this. That will be in this annexation that's being requested from the city of elgin, would owe is this annexation going to be -- is this annexation going to be a part of the elgin independent school district for future school purposes in that area?
>> I think -- this is the city manager of elgin.
>> oh, good.
>> he's here to answer that question for you.
>> thank you.
>> I'm the elgin city manager.
>> oh, okay.
>> your question was will it be part of eisd, yes, it will. Approximately a third of eisd does lie in Travis County. So this will be.
>> okay.
>> and the reason I pulled that question and of course you all will be taking -- some of this [inaudible] if it's approved for the annexation process within the city of elgin, of course that will relief our responsibility -- relieve our responsibility for a portion of that road. However, I would like to also embark on -- going to be a -- since this is going to be a part of the school district, will there be any foreseen activity that will be able to address signals, control, school things within the plans of this school and the reason why I ask that question because what happens when [inaudible] bill or constructed these schools, that sometimes in their plans forget to bring in certain infrastructure such as lights, signals, crossing areas and a whole lot of other things and -- I'm just wondering if you all are going to include those particular school setting infrastructure within that area.
>> yes, sir, that's an excellent question. To add a little more background, eisd has a $27 million bond issue on February 1st for consideration, which will include $6 million of improvements at the high school site there on county line road. All of which being athletic facilities, if you will, we are the largest 3 a school in Texas, there is no doubt that we will go to 4 a, back with [inaudible] again to play them again this next year. However that will put a 6,000 seat stadium behind the high school, as well as tennis courts, soccer, baseball, girls softball and the like. We in turn have discussed with them the need for improvements to county line road as well as signalization. We have talked with texdot about signalization of county line road at 290. We don't favor adding any more traffic signals, but as the school district has grown and the city has grown, we see the need for that. So, yes, there's -- we put up the very -- very most basic school signs for the zone itself, the city has set the speed limits for school zones in front of the school, but our plan does include the blinking ones, if you will. Blinking signs as well as a better controlled intersection of county line road and we named that little piece raymond johnson road that dead ends right into the high school itself. So, yes, there are plans to improve that and we, of course, our plan is to improve them regardless of whether the bond issue passes, simply because the school district is growing so rapidly. We feel like we can pretty well count -- we are still small enough we can count -- elgin's population now is right at 7,000 people, up from its 5700 in 2000. So this annexation will include another 100 acres, some 400 plus homes.
