Item number 4 is to consider request for Travis County to approve early action compact eac for central Texas region and take appropriate action.

>> my name is sha lean walker. I'm with Travis County's transportation resources. I'm here to answer any questions you might have about this item. With me is kathy stevens from campo, who can also answer questions. We gave a presentation a couple of weeks ago. There is a resolution in your -- should in your backup that we drafted for your consideration, which is the action that we would be taking today if there are no further questions or after your questions are answered.

>> just one question, judge. And that is the -- in looking at this as far as the -- reducing the eac's, most have been emitted by vehicles. If and when -- Travis County ends up doing the same thing as the other counties within the five-county region and cities within those counties, move forward with this particular resolution, how long would it be prior to -- well, after this action, how long will it be before we look at the type of machine that we'd really be dealing with inspecting vehicles to especially sure that they come in compliance with emission standards?
>> basically if the court decides to pass this early axe compact by the end of this month, we would put the plan together. That plan has to be done by March 2004 in order to actually get the plan in place we would be looking at our options over the next six months, starting in January immediately. And then I believe what you're discussing is inspection and maintenance program and what types of vehicles we would be looking at under that type of program.
>> in order, that will all be confined to the plan itself?
>> yes, sir, but we would have to have a program like that implemented no later than 2005 pacifically.
>> no later than 2005?
>> yes, sir.
>> okey-doke.
>> I move approval, judge.
>> second.
>> okay. Any progress made by the other governmental entities? We have been asked to sign the resolution?
>> yes, sir. Basically 10 of the 12 jurisdictions have voted to participate in the compact. Travis and hays county are the two remaining jurisdictions. Hays county is considering this on their agenda today as well.
>> good.
>> so if we complete action today, and they complete action, all 12 jurisdictions will have taken action on it. And basically voted to participate as far as I can tell. I did want to make sure that the resolution that I drafted or that -- what the other jurisdictions that there is no changes to that. If not, then we would bring it back for your signature today if there is a vote to approve it.
>> I don't see any problem.
>> I don't either.
>> do that.
