11. Approve budget amendments and transfers.

>> health and human services to be able to make -- move existing funds from personnel budget to the operating budget to make that occur. That's item t 1. Items t 2 through t 25 are the -- are the -- represent the execution of the request from facilities management department to expend the $175,000 that was approved by the court during the budget process to accommodate the highest priority needs within the department. The request is to --

>> to hire five new f.t.e. Along with related supplies and expense and the third item was a discussion item last week that resulted in additional staff review to execute a $50,000 transfer of proposed savings, expected savings, from one project in post road to another project in the -- in the jail. And the reason that's a discussion item is -- [multiple voices] -- because it's projected savings as opposed to real savings.
>> I'm in support. I think on item 1 there is a condition that the nurse position will remain vacant until may 2003. Do we have that --
>> the department has provided that commitment.
>> I'm just -- I'm just checking on that. Okay.
>> walter, maybe you can answer this technical question on the mold. If we go by p.b.o.'s recommendation that you should wait until the actual savings appear before you make the commitment, what date, approximately, would that be that you would know that you have these -- the savings that you think are going to be there are actually gonna be there because you have worked through most of the issues.
>> the project on the post road is -- some modification to actually [papers shuffling - audio interference] provide the outside fresh air. That project that's talking about weeks ago. And it's going to take 60 days. 60 days from the -- from a week ago. So it's going to be finishing in December. We are pretty sure that the scope of work is very well defined and I don't think the contingency is going to be that much. We have only about $7,000 in there. I think there's 99.9% that savings is there. That's why we tried to reallocate that fund to the jail at this time.
>> let me try part 2 on it. Let us just say for purposes of discussion it doesn't work out that way. Do you have a plan b about how you could come up with those savings so that we could get started on those -- this project? Because what this means if we don't allow to you do this, we have to wait on the mold project, which is a very high priority project for two months. And that certainly is a possibility of us doing. But that concerns me. So I think we did this on another project with you. We basically said they had better be there because you are going to have to find the dollars within your department to make it up if you don't.
>> it happened as I told you. I have the same $21,000 on the other project. We took care of the issue. I believe that was smith road project for $21,000. We took care of [inaudible] and [inaudible] 126. We are okay. I don't have fund, I will fund it from my department.
>> I want to say that. You will find the fund internally if these savings do not come about so you will not have to come back to the commissioners court for any more money.
>> I understand.
>> [inaudible] on the post road project that [inaudible] has already been awarded and we are setting aside a -- an amount for contingency. And one of the reasons that that was a lot less than what we have project would is that roger's people in facilities management have done a lot of the engineering work and have worked the solution down to where it was much more affordable. The issue on the jail, you are correct. If we wait two months, then the -- then the position date was to be March. We are going April to may. We will not have hvac at tdj during that particular period when we have to make the repairs. So the schedule on that particular project is very important.

>> I would say based on the assurances of facilities, but not just assurances, the track record of facilities, that they will do what they say, I would move approval of t 1 through t 25 and d 1 basically everything on budget amendments.
