 5. Approve proclamation recognizing the week of October 6-12, 2002 as "mental 
    illness awareness week" in Travis County. We have pat kramer and many others 
    here on this item. [inaudible], that's even better. [ laughter ] should I 
    read the proclamation for you? 
    >> yes. 
    >> it says whereas approximately 3 million texans, nearly 
    one in 7 people have some form of mental illness, whereas more services are 
    needed in the delivery of mental health to the members of our fellow texans 
    who deal with a serious mental illness, whereas just as other diseases have 
    specific symptoms and treatments, mental illnesses can be accurately diagnosed 
    and effectively treated whereas there's exists a stigma that discourages treatment 
    and whereas there will be events scheduled for this week, including a luncheon 
    featuring cary fisher, on October 10th , 2002, a cross overprogram patrol 
    -- crossover program will take plus at the dog and duck, featuring --

    >> it's a drinking establishment. 
    >> yes. 
    >> okay. Trying not to let the name mislead me there. Featuring 
    ruth these foster and a -- ruth foster and a race held on October 12th, 2002, 
    for more information about all events, call 440-4051. Now therefore be it 
    resolved that Travis County commissioners court do here by recognize the week 
    of October 6 through 12, 2002 as mental illness awareness week in Travis County 
    and encourage all citizens to participate this these worthwhile event. I move 
    approval.

    >> oh, I have to say something. [ laughter ] okay. 
    >> we are a very -- the Austin chapter of the national al 
    lines of the mentally ill of which I am secretary, hosing the crossover and 
    overcome celebration this Thursday to honor the men and women who are struggling 
    with their diagnosis of mental illness. And there are lots of effective treatments 
    and it is a very difficult disease to live with. And we are honoring them 
    for their courage and determination. Crossing over and overcoming their disability. 
    And ruthie foster happens to be a great upcoming singer and if you come to 
    our event, I know that you will have a great time. 
    >> and the concert is free. 
    >> yes, it is. 
    >> okay. Let me -- let me -- 
    >> yes. 
    >> these are shirts from the commissioner court that jolynn 
    Biscoe has sent. 
    >> that's for commissioner Davis down there. 
    >> I have heard of her. 
    >> that may be for commissioner Gomez. 
    >> does anybody want to trade for an xl? 
    >> I will.

    >> all right. And -- and part of what pat mentioned has been 
    the race against stigma, which starts Saturday, October 12th, at 8:00 in the 
    morning. My wife insisted that I do this and not have -- not have her here 
    today to so I cover it. It starts at the Austin high school east parking lot 
    and registration will be Wednesday, October 9th through Friday October 11. 
    Everybody is encouraged to participate and there is a long list of prominent 
    sponsors here including lcra, seton, the dropping kel, channel 8, 107.1, j.p. 
    Morgan chase, run tex, h.e.b., Also Travis County mhmr, watt continues law 
    -- watkins law firm, [inaudible] printing, [inaudible] deli, I hope that I 
    didn't miss any, they are encouraging our participation. That's the run starting 
    at 8:00 Saturday and registration Wednesday, through Friday.
