>> a 1 is the item that I indicated that I had not received backup on. It says approve soul source -- sole source exemption and authorize purchasing agent to sign purchase orders for optimal -- optical scan ballots for the November 2003 election from hart intercivic corporation, we do have backup now. Basically the backup gives whatever the reason for sole source is.
>> Travis County commissioners, in the past we've only had [inaudible] that was able to do this, this year we have a -- this year we have a new scenario where we have a new election equipment, which has proprietary software, so this is a sole source based on that proprietary software.
>> that means that this is sole source because that's the only one who can provide this software.

>> this is the last time that we will have to do this in terms of ballots.
