Agenda Item Twenty-two

Captioned video.

22, consider txdot's public hearing notice for October 8, 2002, at 6:00 p.m. At txdot offices, 200 east riverside drive, room 1-a-1, on the formation of the central Texas regional mobility authority to Travis County cities and the general public, and take appropriate action.
>> carol joseph, t.n.r. Yes, as part of this petition for the central Texas regional mobility authority, in that petition you have to have public hearings by txdot, and they have proposed two public hearings on October 8th and October 9th. One in Travis County and one in Williamson county. We needed to post it first to make sure that it's a quorum that attends. In addition, there's a draft letter attached that we would send to the -- the list of cities and communities to attend the public hearing in Travis County on the 8th to be able to hopefully support the within the central Texas -- rmd within the central Texas area.
>> the newspaper ad?
>> we're hoping the newspaper ad is posted. There is an article in the newspaper, will be posted by Williamson county.
>> is it actual ad, carol, or is it in the public notices section which something was brought to our attention yesterday, it's like no one in their right mind reads the public notices section.
>> i'm not sure where they posted it. I was thinking it was an actual ad. That's what we thought. But I will check.
>> we need that clarification. [multiple voices]
>> an actual ad, I agree. Hopefully it would be in the city-state section.
>> put it on the commissioners court agenda a few times. So those who read our agenda will see there's a public hearing on the -- at the txdot locations.
>> in your backup to the agenda where we put the meetings.
>> yeah, right. Some people actually read our agendas.
>> I will get that. What we need approval for from you is the draft memo that we could -- and the list of communities and cities. If you want to add anything, we will merge the letter and then send them over for you all's signatures.
>> the cities within Travis County, i'm assuming this is what we're referring to.
>> exactly.
>> and i'm just wondering, I want to make sure that all those cities are included in this process and don't have anyone -- do not have anyone left out of the process. That's my concern. And I just want to make sure that everyone is notified in the proper manner and format. I heard some procedural things as far as how we may do that, but I want to make sure that does happen.
>> well, there is a list of the cities.
>> I didn't get that. It's not in my backup.
>> i'm sorry. I'll copy it.
>> I did not get it. That's why I asked the question. I did not see all the cities they are referring to.
>> i'll get you a copy.
>> that's my problem.
>> i'm sorry.
>> it wasn't a part of my backup. I don't have it for whatever reason.
>> this shows 19. I've been saying there was 23.
>> okay.
>> are we leaving out four little ones or --
>> Neiderwald is thrown in there because it's like three seconds of Neiderwald that's in here. So they are not on here. And I think that's logical. Margaret, are we missing any?
>> no.
>> if there are three or four others, we can add them later.
>> Cedar Park and Leander have e.t.j. -- in Williamson county.
>> here on a resolution.
>> so [inaudible] and how many cities will be impacted. Maybe that's where I heard the number. [multiple voices]
>> that's what commissioner Moore is pointing out, judge. 1445 is any city with e.t.j. In Travis County.
>> maybe that's it then.
>> if they are in hays or Williamson, but they have some travis e.t.j. I think 19 just had incorporated limits in Travis County, which is what txdot is asking.
>> right.
>> well, when can I get a copy of that list?
>> I will get it as soon as --
>> I don't have it here in my backup.
>> i'll copy it as soon as I walk out of here.
>> [inaudible] all of the cities that have incorporated area in Travis County?
>> that's right. And all the community contact lists that's attached.
>> so if we do leave one off, we can add it.
>> right.
>> send it in the same letter.
>> that's correct.
>> can I acknowledge -- sorry, judge. Commissioner Moore has been doing the traveling road show here and I want to acknowledge that she has actually already visited many of the cities and villages which are located in here precinct and she keeps reminding me, but she has done yeoman's work as far as handled carrying these resolutions to many cities and they've passed it. We want to make sure they know about the hearing.
>> the village of bee cave and I believe one on this list, village of the hills, city of Jonestown, city of lago vista, the city of Lakeway, the city of point venture, the city of West Lake Hills, and the city of summer set valley have already [inaudible] made presentations to Briarcliff and I will be going to Sunset Valley next month.
>> [inaudible]
>> i've gone to their city councils. I've had visits with them, their mayors, ms. Sherry Gomez and I did visit with the mayors at Creedmoor and Mustang Ridge. I think we've done over and above what the law required as far as --
>> and they indicated they were going to pass the resolution. So --
>> good work.
>> we'll be visiting with the mayor in Pflugerville and the city manager so we can get it on there.
>> the response has been very heartening.
>> any more discussion? So the motion really is to approve not only the actions requested here, but to add to that a Travis County ad, unless this is an ad --
>> I will see what Williamson county posted and make sure -- they had agreed to pay for the ad, and our share as part of the $250,000.
>> we may want to do something over and above that though, depending on what you find out.
>> i'll find out if [inaudible]. I'll get back to you.
>> the motion is to [inaudible] in Travis County. And put it on our agenda for our meetings up to this date.
>> and I will try to follow with the cities that are located in the -- located in precinct 1.
>> i'll get you that list.
>> to ensure that it gets done immediately. Thanks.
>> joe, did you have something -- I kind of jumped in there.
>> no.
>> I will make the motion that we approve sending a letter and drafting in our backup to the list of cities, and that the list of community contacts that have come in the backup, and that we also authorize you to place an ad, advertisement that gives notice of the public hearing. And that we also close the [inaudible] as part of our own agenda between now and then.
>> second.
>> seconded by commissioner Davis. Any more discussion? All in favor? That carries unanimously.
