Travis County Commissioners Court
Tuesday, August 9, 2011 (Agenda)
Item 31
>> no.
31, consider and take appropriate action regarding a resolution opposing the white stallion energy center and its impacts on Travis County.
Commissioner Huber?
>> judge, I'm happy to read this resolution in entirety or not read it as the court prefers, but basically put this on the calendar for today because initially there was an lcra board meeting scheduled for tomorrow to approve a 25,400-acre per foot four-year water contract for the next 40 years, with white stallion, which is a coal-fired plant proposed for the mouth of the colorado.
they -- after the agenda went out, they issued a post postponement of that -- postponement of that action with no immediate future action on it.
but I think it's important that we go ahead and consider this resolution because you can never said dead, and it isn't just the -- the proposed firm water contract that white stallion would get from lcra would basically represent roughly about a third of the remaining water available for sale out of the highland lakes that lcra has, which is a huge impact long-term for us in this central Texas and highland lakes area.
just to give you some ideas, this on an annual basis, white stallion would use more water than the municipal we're water users of hays, gillespie, and
>> [inaudible] counties combined.
the power produced by this plant would go to the out of basin, over to the southwestern part of houston.
the only -- only about 200 jobs would be provided for t but the most important thing to us, and we were not really in a position in central Texas to act on this actively when it was going through the tceq air quality permitting process, is that -- and I distributed yesterday -- I have some, if you didn't pick up your emails, there's some not too good black and white photos of the plumes.
my understanding was that capcog was not able to get involved in this because they can only speak to what happens in the immediate....
>> [one moment, please, for change in captioners.] So I believe it would be worthwhile to take action and be definitive here and in this backup I've enclosed a copy of a letter that the burnet county court has signed in opposition to this as well.
do you want me to read the resolution?
>> I think we do a motion.
>> I move that we accept this resolution in opposition to the white stallion power plant.
there's still stuff going on at tceq on the air quality side.
>> because e.p.a.
took action this would have been on the clear air agenda, but the e.p.a.
didn't act on those standards but postpone it so instead of meeting this month we thought we would meet next month and maybe address the mission.
but motion and second.
any discussion on the motion?
all in favor?
that passes by unanimous vote.
and that includes directing that to the attention of the the chair and board members.
>> chair and board members.
>> tceq and other appropriate entities.
16 is next week, week after that is 23rd.
