Travis County Commissioners Court
Tuesday, January 25, 2011,
Item 12
>> number 12 is to consider and take appropriate action on requested debt issuance schedule and funding for fiscal year 2007 capital projects.
>> good morning.
planning and budget.
the court has already approved through the budget process the voter approved bond issuance schedule for fy 11 as well as a preliminary proposed co schedule with projects included for fy 11.
we are asking that you formally approve what is included in the backup memo from pbo today.
it is include some very straight forward minor modifications.
I’m happy to walk you throughs those real quick.
the adopted budget totaled 21 and a half million.
after some revisions on the scrubbing, what we term internally as scrubbing process that came to you in December, that amount was 22 and a half million.
since that time the court has approved the purchase of property.
then there's two small revisions that are in here that I’d like to go over.
one is that there is a safety project that went through the budget process that pbo had a favorable recommendation on.
however, at that time warrant studies have not been completed for some traffic signals.
now the studies have been completed and pbo is recommending inclusion.
the other small change is a project in the sheriff's office that the court approved in November be funded from a different funding source.
grant funds.
bottom line on the co is long-term co's of 29.6 million and short-term of 14.7 million.
the chart on the second page you will see I have also allocated issuance costs for those.
I do want to note that on the voter approved bonds, the issuance costs are included in the actual amount we're issuing for each proposition.
I am happy to answer any questions.
>> we're taking the security camera system out.
>> that is correct.
the project is still proceeding.
it's just that on November 30 the court approved the use of scrap grant funds for the project.
so it's just a different funding source.
>> okay.
>> the only other alteration I guess would be the safety project on the traffic traffic signal.
is that right?
>> that is correct.
>> they weren't available there but now they are included in this if we decide to fund.
>> that is correct.
that is really the only project that the court has not yet already approved.
>> right, yeah.
it would be added on to what we are doing here today if we decide to do what we are doing.
okay.
I don't have any problem with that.
>> the total for the all nonvoter approved, or co long-term and short-term, is 44 enough million.
the tote--44 and a half million.
the total of all debt of the voter approved 2005 bonds, the total is 50 million 120.
>> general obligation plus certificate.
>> right.
>> 51.2 million.
is that correct?
>> yes.
>> okey doke.
>> we look at this list individually during the budget process.
>> the projects on this list have all been approved by court with the exception of the traffic signals we were just discussing.
>> those two.
>> included in the list of course also is the land that was approved after the adoption of the budget, which is under long-term co.
>> judge, again, the reason for the traffic signals was that at the time when the budget was adopted, those studies had not been completed and the signal habit been warranted.
since then the studies have been completed and it does warrant.
>> our recommendation during the budget process, zouse give additional background, is that we were hoping we could use existing co's and wouldn't have to add it.
however, that was not a possibility.
>> questions?
comments?
>> pretty vate --straight forward, judge.
I’d like to move approval.
>> any discussion?
all in favor.
that passes by unanimous vote.
thank you very much.
