>> since we have you there, 24, consider and take appropriate action on request from sheriff's office to pay shift differential to 911 telecommunications supervisors and records and in list employees in the sheriff's office.

the 911 telecommunications supervisors were authorized by you in 2001, shift differential for some of our nonofficer employees.
somewhere on the line and it looks like it was in '06, h.r.
had brought back a list of the employees that were receiving sheriff differential and I believe some other departments were adding that to some of their employees.
and the supervisors for 911 were omitted inadvertently.
however, we've continued to pay them, those that work the evening shift, the shift differential.
so we're just asking for 911 telecommunications supervisors be added back to the approved list so that they can continue to receive the shift differential.
and then in '08 we received records and in list from you which are lead record positions in our warrants section.
we have been also paying them shift differential but didn't realize that those positions had never been through court for your approval, so we're asking that you authorize that.
the -- since 2001, the shift differential has been paid to those employees authorized by you and the sheriff's office but it's not a funded item.
it comes out of our salary account so there is no additional funding that we're asking for.
we manage it just within our salary.

>> this was just an oversight?

>> the 911 telecommunications supervisor was an oversight because they were on the 2001 approved list by the court.
but when the list was redone, they were omitted and we just didn't catch that they were omitted.
but we have continued to pay them.

>> they have been receiving the money.

>> yes, sir.

>> mr. Gatlin, mr. Osborne, anything in addition?

>> the -- the records analyst position has technically never been studied for shift differential in the sheriff's office.
we don't have any serious objection activity.
they are already receiving the differential.
we would like to include that on the list of compensation we look at in 2011.

>> once it's given, it will never be taken away.

>> I won't say never.

>> we have been giving it, and these are positions, like I said, it's our warrant section.
there's one supervisor, manager over warrants, and then under her in '08 you gave us three positions, which are called records analyst.
and those three are to three different shifts so there's a lead person because the one manager can't work 24/7.
so they are managing people permanently, that's their assigned theft.
they don't rotate -- assigned shift.
they don't rotate.
they are on b and c shift.
in order to recruit them and retain them to work those evening shifts permanently, we ask for the shift differential.

>> any more questions?

>> so just to understand, the warrant specialists and, of course, we certainly need warrant specialists to up load those warrants because it's makes a huge difference in ability to coordinate with other counties and across the jail, so the shift differential is only paid to slides have these permanent evening and in list positions?

>> yes.
we do not pay partial or what we refer to as partial.
if that's not their regular shift and they just -- or they are filling in, they are usually filling in on overtime so they don't get the shift differential.
but if that's their regular assigned shift starting at 3:00 p.m.
or later we pay the shift differential.

>> and this is the case across the board for this class of employees, that if they work a night shift, even if it's a regular shift, they get paid more than their counter part who works day shift?

>> typically it's about a 5% differential and it is approved by title and department.
so if you are an approved title in an approved department that's been approved by court and you work the hours that are eligible, you would receive the shift differential.

>> is there a higher volume in the evening shift for warrant upload?

>> no.
we have less warrant specialists working evenings.

>> judge, I move approval of the this item and if there's no more further questions.

>> second.
your request is not covered by this item, I don't think, but I don't see us turning it down if we need to put it in the market salary survey for next year.
okay?

>> yes, sir.

>> okay.
any discussion on the motion?
this is in the budget based on how it's been funded in the past.

>> yeah, they have the money.

>> funded the same way as it has been.
