consider and take appropriate action on items related to substantial amendments for the community development block grant provided by the u.s.
department of housing and urban development: a, receive overview of recommended substantial amendments for four cdbg projects.
and what plan year are we talking about?

>> it's actually a multiple plan years, spans from 2006 to 2009.
what we wanted to do today was just to give you -- actually didn't want to get into great detail because we are not sure what the substantial amendment will fully look like.
we know what needs to happen, we will come back to you on October 27th with full detail.
we wanted you to have the backups to make sure that you understand why we needed to go through this process.
we have reprogramming of one project, half a million dollars of infrastructure support, a variety of different program design changes either to align projects with the decisions that you have made previously or to provide projects, the flexibility with today's housing market, to be able to move forward better.
so that's essentially --

>> staff recommends no action on a today.

>> okay.

>> so but -- so in order to make those substantial amendments, what's the process other than coming here and putting us on notice?

>> staff will be reviewing the projects and the affected parties and be able to come back to you recommending how much needs to be reprogramed, where we would suggest that that -- that those dollars be moved to and the reasons why those projects either are not moving as fast or because of changing conditions in the community it -- it may be better to use the funds in a different area right now and come back to those projects.
so it could be a variety of reasons why we would reprogram dollars in this grant.

>> but h.u.d.
would have to approve --

>> yes.
the court has to approve it.
we send it to h.u.d., but we have to go through a 30-day public comment public and have one public hearing related to any substantial amendment to align with participation plan.

>> we have time to come back to you on the 27th, but because of publication deadlines, it's necessary for us to have the advertisements and the public comment periods approved.

>> okay.
b request to set November 11 through December 10, 2009 as the 30-day public comment period for the public to review and comment on the draft.
the draft will be ready?

>> the draft will be ready -- we'll bring it to court to approve on November 10th.

>> second.

>> or earlier, if you wish.

>> I would try at least a week earlier.

>> okay.

>> we seldom make changes, but if we do, this -- this locks us into not making any change, right?

>> what will happen we will come back to the court, on October 27th, at that point in time, asking the court to approve just like we do in a regular action planning process, we ask to approve the projects before we finish the draft.

>> the draft is a formality once we plan on the projects.

when will that be done?
after the -- after we approve the projects?

>> no.
we -- we have the -- we have the advertisement in your backup, we will actually have to place that ad 14 days prior to the public comment period beginning.
so -- so we provide it in english and in spanish, depending upon the newspaper that we're using.

>> and that ad will say basically the Commissioners court is considering substantial amendments to the blah blah blah, and you --

>> either be programming funds or program design changes.

>> okay.

>> so interested residents should be on the lookout.

>> yes.
and all of this information is available on our website, and can be received in hard copy by contacting our office at (512)854-4100 and asking for the cdbg office.
